OKANOGAN COUNTY
SEPTEMBER 9, 2020
The Okanogan County Board of Commissioners met in regular
session at 123 5th Avenue North, Okanogan, Washington on September 9, 2020, with
Chairman, Commissioner Jim DeTro; Vice Chairman, Commissioner Chris Branch;
Member, Commissioner Andy; and Clerk of the Board, Laleña Johns, present.
The AV Capture video program was turned on to record the
meeting. Zoom was started via telephone for those wishing to listen and make
comment during public hearing.
Continued Public Hearing Budget Supplemental
Appropriation $33,187
Commissioner DeTro opened up the public hearing to staff.
The Clerk of the Board explained the supplemental appropriation was for
negotiated contracts and staff movements within departments that were not
previously budgeted for. The funds were within various none current expense
budgets. Commissioner DeTro opened up the hearing to the public and asked if
hands were raised by those attending via Zoom. The Clerk of the Board stated no
hands were raised. Commissioner DeTro closed the public hearing and opened up to
commissioners’ discussion.
Motion Resolution 120-2020 Budget Supplemental
Appropriation
Commissioner Branch moved to approve Resolution 120-2020 a
budget supplemental appropriation within various funds in the amount of $33,187.
Motion was seconded, all were in favor, motion carried.
Continued Public Hearing CDBG CV-1 Funds
Application-Lael Duncan OCCAC
Commissioner DeTro opened up the public hearing to staff.
The Clerk of the Board explained the application for CDBG CV-1 grant funds was
in the amount of $227,285. The Clerk of the Board previously provided the zoom
information to the cities and towns of Okanogan County for the hearing. The
cities were assumed to be part of the consortium for administration of the funds
through OCCAC with the county being the lead agency. Cities and Towns that
responded in writing in favor of the county being lead agency were City of Omak,
City of Oroville, Town of Winthrop, and the City of Brewster. Through a
subrecipient contract with the County Okanogan County Community Action Council
will administer to eligible persons for subsistence payments, food assistance,
intake logistics isolation and quarantine facilities for persons exposed or
experiencing COVID-19 pandemic.
Commissioners DeTro opened the hearing to public comment
asking if anyone on zoom wished to comment. No hands were raised and hearing no
one, Commissioner DeTro closed the hearing to comment and opened up to
commissioner discussion.
Motion CDBG CV-1 Grant Application Approvals
Commissioner Branch moved to approve the application for
CDBG CV-1 Grant to be submitted by the Clerk of the Board and authorized the
chairman to sign the SEPA NEPA certification and sample grievance procedure.
Motion was seconded all were in favor, motion carried.
Commissioner DeTro asked since computer and phones and zoom
are all working and in place whether the board wished to approve the consent
agenda. Yes.
Continued Approve Commissioners Proceedings August 10, 11,
17, 18, 24 & 25, 2020
Commissioner Hover moved to approve the commissioner
proceedings of August 10,11,17,18,24 & 25, 2020. Motion was seconded, all were
in favor, motion carried.
Consent Agenda
Commissioner Hover moved to approve the consent agenda
items 1-7, as presented. Motion was seconded, all were in favor, motion carried.

Commissioner Hover explained Senator Murray’s office has
been very helpful in getting him in contact with AT&T to help get cell services
back on line since our area is served heavily by AT&T. He has been in contact
with them to express the urgency that services be restored.
The Clerk of the Board updated the board on the submittal
and processing of the county’s first A19 for Coronavirus Funds that will soon be
reimbursed either through an EFT or other means to the county. She noted another
A19 will be submitted for additional COVID reimbursements such as for county
staff time under the ADCO and COVID reasons, and additional funds for small
businesses related to the amendment with Economic Alliance.
Commissioner Hover asked that the Clerk of the Board send
the commissioners totals for the second A19 for Coronavirus relief funds prior
to submittal.
The Clerk of the Board asked the board to consider a motion
to eliminate the rental charge to Support Enforcement office since the previous
discussion with the Prosecutor and Auditor requested it be removed due to it not
making sense for one current expense funded office to pay rent to another
current expense fund.
Motion Eliminate Support Enforcement Rent
Commissioner Branch moved to eliminate the charge for rent
to the Support enforcement office. Motion was seconded, Commissioner Hover
stated it was because Okanogan County does not charge current expense
departments rent. Motion was seconded all were in favor, motion carried.
Motion CDBG Public Services Grant Request #14
Commissioner Branch moved to approve and authorize the
chairman to sign the A19 request #14 for CDBG Public Services provided by
Community Action Council. Motion was seconded, all were in favor, motion
carried.
Motion Ordinance 2020-6
Commissioner Branch moved to approve ordinance 2020-6
adopting interim land use controls applicable to water resource inventory area
#48 with the exception of the Columbia River influence that prohibits the
subdivision of land according to the Provisions of OCC Title 16 and RCW 58.17,
repealing Ordinance 2020-4 and scheduled a public hearing in accordance with
Revised Code of Washington 36.70.795 on September 28, 2020 at 2:00 p.m. Motion
was seconded, all were in favor, motion carried.
