OKANOGAN COUNTY

JUNE 17, 2020

The Okanogan County Board of Commissioners met in regular session at 123 5th Avenue North, Okanogan, Washington on June 17, 2020, with Chairman, Commissioner Jim DeTro; Vice Chairman, Commissioner Chris Branch; Member, Commissioner Andy Hover and Laleña Johns, Clerk of the Board, present.

Commissioner DeTro was absent. Commissioner Hover attended remotely via zoom.

Regular or COVID-19 Business
Planning Director Pete Palmer
Commissioner Branch explained a draft ordinance was before the board today with new interim controls for the Methow Valley that does not use the water investigation overlay.

Commissioners discussed draft Ordinance 2020-4 which would adopt, as interim land use controls, applicable to water resource inventory area #48 with the exception of the Columbia River influence that prohibits the subdivision of land according to the provisions of OCC Title 16 and RCW 58.17 and repeals Ordinance 2019- 11 and schedules a public hearing in accordance with RCW 36.70.795.

Motion Resolution 75-2020 Noxious Weed Position Temp
Commissioner Hover moved to approve resolution 75-2020 which allows a temporary position within the Noxious Weed Department to be a full-time benefited position temporarily in the department until the Field Supervisor position is filled. Motion was seconded, all were in favor, motion carried.

Motion Ordinance 2020-4
Commissioner Hover moved to approve ordinance 2020-4 which would adopt, as interim land use controls, applicable to water resource inventory area #48 with the exception of the Columbia River influence that prohibits the subdivision of land according to the provisions of OCC Title 16 and RCW 58.17 and repeals Ordinance 2019- 11 and schedules a public hearing in accordance with RCW 36.70.795. Motion was seconded, Commissioner Branch noted that the hearing was scheduled again in the Methow Valley. Commissioner Hover stated the draft was well written and that it sets a public hearing for August 3, 2020 in the Methow Valley at 5:00 p.m. all in favor, motion carried.

Commissioner Hover mentioned the county having received an email from the Governor’s office that reminded folks about the Federal Payment Program that has $130 billion available to small businesses through SBA.
