THRESHOLD MITIGATED DETERMINATION OF NON-SIGNIFICANCE

 PROPOSED ORDINANCE OPENING WATV ROUTES

 NOTICE IS HEREBY GIVEN: The Okanogan County Department of Public Works has proposed an ordinance which, if adopted as proposed, would open approximately 90.951 miles of county roads located primarily in Commissioner District 1 and part of District 2 with a speed limit of 35 mph or less to be used by wheeled all-terrain-vehicles (WATV). There are approximately 150.470 miles of roads in the project area that are eligible to be opened to WATV use that were removed from the proposal due to environmental and resource concerns caused by the possibility of illegal ridership.  The county currently manages a road system of 1337.662 miles

 The SEPA Responsible Official has reviewed the proposal and prepared an Environmental Checklist and has issued a Threshold Mitigated Determination of Non-Significance (MDNS) in accordance with WAC 197-11-350.  Comments regarding the Threshold Determination may be submitted in writing to the address listed below.  Deadline for submitting comments regarding this Threshold Determination will be 5:00 pm, December 28, 2018. Date of publishing is December 12 and 13, 2018.

 A final SEPA Environmental Determination will be issued and a public hearing will be scheduled in front of the Okanogan Board of County Commissioners following the close of the SEPA Threshold comment period.

THRESHOLD DETERMINATION OF NON-SIGNIFICANCE

 PROPOSED ORDINANCE AMENDING OCC 10.10

ILLEGAL OPERATION OF WATV’s AND ORV’s

 NOTICE IS HEREBY GIVEN that the Okanogan County Board of County Commissioners has proposed an ordinance that if adopted would amend Okanogan County Code 10.10 Off-Road Vehicles.  The proposed amendment would increase the penalty for the illegal operation of wheeled all-terrain vehicles and off road vehicles in the unincorporated portions of Okanogan County.  The penalty would be doubled if the infraction occurs in a posted critical area.

 The SEPA Responsible Official has reviewed the proposal and an Environmental Checklist and has issued a Threshold Determination of Non-Significance (DNS) in accordance with WAC 197-11-340.  Comments regarding the threshold determination may be submitted in writing to the address listed below.  Deadline for submitting comments regarding this threshold determination will be 5:00 pm, June 7, 2018. Date of publishing is May 23 and 24, 2018.

 A final environmental determination will be issued and a public hearing will be scheduled in front of the Okanogan Board of County Commissioners following the close of the SEPA comment period.

 NOTICE IS HEREBY GIVEN that the Okanogan County Board of County Commissioners has proposed an ordinance that if adopted would close approximately 11.5 miles of county roads located primarily in County Commissioner District #3 to use by wheeled all-terrain vehicles.

 The roads proposed for closure to the operation of WATV’s are:

:               Road 3817 Knox Road from milepost 0.000 – 1.590

                   Road 3819 Knox Road Extension from milepost 0.000 – 1.029

                   Road 3822 Ed Figlenski Road from milepost 0.000 – 1.827

                   Road 3833 J H Green Road from milepost 0.000 – 6.985
