OKANOGAN COUNTY

NOVEMBER 21, 2018

The Okanogan County Board of Commissioners met for its regular session on November 21, 2018, with; Vice Chair Commissioner Chris Branch; Commissioner Hover, Member; and Laleña Johns, Clerk of the Board, present.

Chairman, Commissioner Jim DeTro was absent due to attending personal business.

Discussion –Personnel & Administrative Manual
Tanya Craig, Debi Hilts

The group went through the draft Personnel and Administrative Manual and discussed the various changes and edits that commissioners felt were necessary. Exempt employee leave use was discussed. Placing a cap on leave was discussed

Commissioner Hover moved to stop the accrual of Annual and Sick leave by exempt employees. Commissioner Branch discussed the timeline when this would begin January 1 once it has been amended. Stop accrual beginning January 1, 2019. Commissioner Hover amended his motion to state the accrual would stop beginning January 1, 2019. Motion was seconded, all were in favor, motion carried.

Ms. Craig asked what happens to those employees who have banked leave, do those employees need to use the leave. It will freeze and upon separation will be addressed at that time. Commissioners do not want to take anything away from employees. FMLA was discussed.

Vehicle use and required paperwork for employees using county vehicles was discussed. How personal and county insurance would be applied when employees are traveling for county business was discussed.

ID Badge printing was discussed as Emergency Management is working to establish protocol for employees who need them for validation when attending official county business. Additionally, it was requested by other non-county officials that badges be issues to them. Uniformity and protocol for badges was discussed. Lack of coordination with regards to the badges will be needed if badges are approved. If allowed for county departments there must be uniformity and coordination.

Commissioner Hover moved to approve and authorize the Vice Chairman Branch

To sign the agreement with 24/7 Property Maintenance for plowing services. Motion was seconded, all were in favor, motion carried.

Motion Resolution 128-2018 Authorizing Special Retiree Payroll
Commissioner Hover moved to approve resolution 128-2018 authorizing the special voucher run for retiree payroll December 31, 2018. Motion was seconded, all were in favor, motion carried.

Motion VSP Implementation
Commissioner Hover moved to approve and authorize the Vice Chairman to sign the Agreement with Conservation District for Implementation of Voluntary Stewardship program. Motion was second all were in favor, motion carried.

Statement of Consent and Waiver of Claims Boundary Line Adjustment
Commissioner Hover moved to approve the Statement of Consent and Waiver of Claims Boundary Line Adjustment to David Taber of Taber Land Holdings LLC and Taber Family Investments LLC. Motion was seconded, all were in favor, motion carried.

Quit Claim Deed Taber
Commissioner Hover moved to approve the Taber Quit Claim Deed regarding the following parcel 3927260056 for $500 to Taber Family Investments LLC. Motion was seconded, all were in favor, motion carried.

Quit Claim Deed Taber
Commissioner Hover moved to approve and authorize the vice chairman to sign the Taber Quit Claim Deed for the following parcel 3927260039 Taber Land Holdings LLC for $500. Motion was seconded, all were in favor, motion carried.

Approve Consent Agenda
Commissioner Hover moved to approve the consent agenda items 1-9. Motion was seconded, all were in favor, motion carried.
