The Okanogan County Board of Commissioners met in Emergency Status for its regular session on May 14, 2018, with, Chairman Commissioner Jim DeTro, Commissioner Chris Branch, Commissioner Andy Hover, and Laleña Johns, Clerk of the Board, present. Due to the declared emergency due to flooding most commissioners meetings were cancelled.

The Board convened at 9:00 am with Commissioners DeTro and Branch in attendance. Commissioner Hover was absent until about 10:30 a.m. due to his work in Mazama regarding the Lost River levee.

Review Commissioners Agenda and Consent Agenda
Commissioners briefly discussed, with Engineer Thomson, the worst flood areas across the county. It was noted that the Lost River Levee had been breached over the weekend and would need to be repaired. An interlocal cooperation agreement with the Army Corp of Engineer’s would be needed for those repairs. He said for Corp. sponsored work the Corp. will come back and for work not sponsored by the Corp. they won’t.

Motion Cooperation Agreement Army Corp of Engineers
Commissioner Branch moved to approve the interlocal cooperation agreement Appendix G dated May 14, 2018 between the county and the Army Corp of Engineers for work to be done on the Mazama Lost River levee. Motion was seconded, all were in favor, motion carried.

Briefing Among Commissioners – Discuss Individual Meetings & Schedules
Commissioner DeTro went over this week’s agenda with the Clerk of the Board noting which of this week’s scheduled meetings the board would attend to. He stated there wasn’t anything real pressing scheduled on the agenda today and cancelled meetings listed there. For tomorrow, he said the board would attend to the bid openings at 11:00 am and approve the listed consent agenda items.

Commissioner Hover returned at 10:36 am and he and Engineer Thomson briefed the other commissioners on the Lost River Levee. Engineer Thomson also explained another issue in Oroville where a driveway has acted like a levee for years but has now given out and must be repaired. He requested another Appendix G be authorized for that work by the Army Corp of Engineers.

Commissioner Branch and Hover gathered at 11:15 a.m. to authorize the Appendix G. Commissioner DeTro was absent due attending to the Riverside area flooding.

Motion Add Parcel S. of Oroville to Appendix G-Army Corp of Engineers
Commissioner Hover moved to approve the Appendix G Cooperation Agreement for the work on the private driveway acting as levee on parcel No. 4027340065 South of Oroville and authorized the chairman’s signature for purposes of Army Corp of Engineer assistance with levee repairs. Motion was seconded, all were favor, motion carried.

Later in the afternoon, Engineer Thomson relayed to the Clerk of the Board that work was also needed on the Mazama levee which is under the county’s jurisdiction, to repair a possible breach. He asked that the commissioners be reached on the telephone in order to add the Mazama Levee repair work to Appendix G of the Cooperation Agreement with the Army Corp of Engineers. The Clerk of the Board then contacted Commissioners DeTro and Branch for a quorum.

Commissioner Branch moved to add the Mazama Levee work to the Appendix G of the Cooperation Agreement between the county and the Army Corp of Engineers. Motion was seconded, all were in favor, motion carried.
