OKANOGAN COUNTY

AUGUST 7, 2017

The Okanogan County Board of Commissioners met in regular session on August 7, 2017, Chairman Commissioner Jim DeTro, Commissioner Chris Branch, and Laleña Johns, Clerk of the Board present. Commissioner Andy Hover absent.

Commissioners convened the board at 9:00 a.m.

Discussion – Public Works LED Light Project Special Market Conditions – Josh Thomson

Engineer Thomson explained a resolution was drafted for consideration to waive bidding requirements for an LED lighting retrofit for the county maintenance shops. The Engineer Thomson explained the Brewster shop was originally not included in the project, but because the lighting is really bad at that shop too this resolution would include that project. The lighting is so insufficient staff requires the use of headlamps to do their work. Engineer Thomson explained the process for applying for the PUD incentives must be completed by August 15 and materials ordered tomorrow. The resolution waives our bidding requirement due to the special market condition circumstances. RCW 36.04.280 allows for this. Attorney Gecas did review approved the resolution and circumstances.

9:15 AM Commissioner Hover called in via telephone conference call to participate and voice his approval of the letter regarding the North Cascades Ecosystem grizzly bear reintroduction plan/draft and environmental impact statement to Secretary Ryan Zinke of the Department of the Interior. He discussed Skagit County and Chelan County Commissioners who are jointly signing the letter with Okanogan County.

Commissioner Branch moved to approve the letter to Mr. Ryan Zinkie regarding the Grizzly bear reintroduction plan. Motion was seconded, all were in favor, motion carried.

Motion Resolution 134-2017 Waiver Retro Fitting LED Lighting
Commissioner Branch moved to approve resolution 134-2017 waiving the bidding requirement for PUD LED retrofitting of the County Maintenance Shops due to special market conditions allowed in RCW 39.04.280. Motion was seconded, all were in favor, motion carried.

The Clerk of the Board explained a request letter from Dick Howe requesting Dion Gotti be approved by the commissioners in order for him to sit in for Mr. Howe at the SWAC August 7, 2017 meeting.

Commissioner Branch moved to approve the letter of representation of Dion Gotti to represent Dick Howe at the SWAC meeting August 7, 2017

Fairgrounds Manager Josh Freel asked for approval of vacation time he requested. It is a several week vacation request. Commissioners DeTro and Branch do not see a problem with him taking the time off. It is after fair and he does have back up staff during that time. He further updated the board on the fairgrounds and what is requested to be watered for fair time.

Presentation of Nominee Letter for Prosecutor Position
Mike Sarratt Okanogan County Central Democratic Committee

Mr. Sarratt explained he is here to present the nomination letter from the Democratic party for Prosecutor position. A letter was provided (attached) Two nominees were received by the party, Brandon Platter and David Gecas. The party contacted Mr. Platter and Mr. Gecas and they both agreed to be nominated. The commissioners will consider the nominees and direct staff to compose a resolution with their selection and appointment.

Motion - Voucher Approval - Commissioners
Vouchers certified and audited by the Auditing Officer as required by RCW 42.24.080 and those expense reimbursement claims certified as required by RCW 42.24.090 have been recorded on a list, and made available to the Board. As of this date, the Board did vote, by unanimous vote, to approve the regular vouchers in the amount of $821,920.12 and Payroll vouchers in the amount of $1,027,164.65. Warrant numbers as cited on the attached blanket voucher list. Motion seconded and carried.

Motion Methow Valley EMS District
Commissioner Branch moved to adjourn as the BOCC and reconvene as the Methow Valley EMS District. Motion was seconded all were in favor, motion carried.

Commissioner Branch moved to approve the Methow Valley EMS District vouchers in the amount of $54,928.50. Motion was seconded, all were in favor, motion carried.

Commissioner Branch moved to adjourn as the Methow Valley EMS and Reconvene as the BOCC Motion was seconded all were in favor, motion carried.

Motion Public Health Voucher
Commissioner moved to approve the Public Health Vouchers in the amount of $6,900.29. Warrant numbers as cited on the attached blanket voucher list. Motion was seconded, all were in favor, motion carried.
