OKANOGAN COUNTY

AUGUST 30, 2017


The Okanogan County Board of Commissioners met in regular session on August 30, 2017, Chairman Commissioner Jim DeTro, Commissioner Chris Branch, Commissioner Andy Hover and Laleña Johns, Clerk of the Board present.

Commissioners convened the board at 9:00 a.m.

Executive Session RCW 42.30.110 (1) (i)
Commissioner Hover moved to go into executive session at 9:35 a.m. for 30 minutes inviting Risk Manager Tanya Craig, Orrick Attorney’s, and previous County Commissioners Sheilah Kennedy and Ray Campbell to discuss legal matters to which the county is a party. Motion was seconded, all were in favor, motion carried.

Commissioners extended executive session at 10:05 a.m. for another 10 minutes.

Executive session ended at 10:15 a.m. no decisions were made.

Work Session – Comprehensive Plan CAO – Planning & Commissioners

Director Huston explained the notice can be published on the sixth. Commissioner Hover would like to ensure the county meets is legal notice requirements and suggested some language. Director Huston explained the board would be taking in the comprehensive plan to consider revision and some of the objectives. Make it clear for the baseline.

Director Huston discussed lot size and densities. The board discussed their various perspectives for the delivery of services, wildfire, steep slopes, costs for the delivery of services and other development topics having to do with critical areas, and comprehensive plan revisions. Coordination with other agencies on the wildfire element of the plan will need to happen.

Director Huston advised that no advisory committee be formed for these issues. Commissioner Branch explained the board has to decide understanding there are people who do not wish for their private property rights to be taken away and others that want more protections. Commissioner Hover explained there is more to it than that such as safety and health. Road standards get brought up at the hearings.

Motion Landowner /Agent Consent Form
Commissioner Hover moved to approve the Land Owner Consent form for a project Methow Trails Bathroom project on county owned parcel No. 9101000101 which was the Pasayten Peak property where the proposed Trailhead is located in Mazama. The consent form states the authorized agent Larry Zimmerlund as the engineer is working on the bathroom project for Methow Trails. Motion was seconded, all were in favor, motion carried.

Commissioner Hover explained he spoke with Michael Surratt of the Democratic Party about the process for nominations for Prosecutor appointment. Mr. Surratt explained to Commissioner Hover that they did not specify the party for nominees. The process to obtain three names was conducted by the party, when a third name wasn’t interested, the party placed a newspaper ad for additional names to be submitted. No one accepted through that process. Commissioner Hover believes if the resolution spells out and states the Democratic Party attempted to fulfill the constitutional section 15 to provide three names to the county.

Risk Manager updated the board on the repairs of a Public Works truck that was involved in a recent accident. She needed the Board’s permission to send the truck to Spokane to be repaired by Kenworth because our mechanics are shorthanded and she doesn’t wish to accumulate additional costs for the tow beyond $25,000 which is the insurance cap.

Motion Resolution 149-2017 Appointing Brandon Platter to Okanogan County Prosecutor
Commissioner Hover moved to approve resolution 149-2017 appointing Brandon Platter to the unexpired term of Okanogan County Prosecutor. Motion was seconded, Commissioner DeTro opposed, motion carried.

Commissioners adjourned for the day at 5:00 p.m.
